The militant COURAGE, the national center of government
employees in the Philippines, said that it is deplorable that while the entire
propaganda machinery of the government was being used to justify and excuse the
ostentatious dinners the President and the government officials had in the
United States, there was not a single statement from Malacanang on the murder
of a social welfare attaché in Malaysia.
COURAGE was referring to Finardo Cabilao, a former Director
of the Department of Social Welfare and Development who was deployed to the
Philippine Embassy in Kuala Lumpur,
Malaysia as a
social welfare attaché. He was brutally murdered in his halfway house by
believed to be syndicates operating a big human and sex trade in Malaysia
victimizing Filipinos.
In a statement, COURAGE National President Ferdinand Gaite
said the $20,000 dinner in New York and the
$15,000 dinner in Washington
D.C. were simply unjustifiable in
the midst of the rising numbers of Filipinos going hungry. But for the
government not to lift its fingers on the death of a public servant abroad is
doubly humiliating.
“Cabilao was said to be receiving death threats prior to his
murder for standing up against human trafficking and trying to repatriate our
countrymen who have become victims of the trade. The least the government
should do is to order an immediate probe into his killing, assist his bereaved
family and seek justice”.
Gaite added that what happened to Director Cabilao should
push our officials to ultimately junk its labor export policy.
“Deploying attaché from various government agencies
supposedly to assist our migrant workers abroad is a mere face saving attempt
to cover-up its failure to provide domestic employment. Unless the government
decisively abandon this labor export policy, every single day meant exposing
our migrant workers and the public servants meant to help them to greater risks
and vulnerability to be exploited. Director Cabilao’s death should not become
another number on the growing list of our countrymen coming home in wooden
boxes”.
He added that aside from social welfare attachés, there are
also labor attachés from the Department of Labor and Employment, welfare officers
from the Overseas Workers Welfare Administration and other government employees
from various agencies who were being deployed abroad. #
