QUEZON CITY- Employees from the Department of Environment and Natural
Resources (DENR) held a protest action today in front of the DENR Central
Office against the proposed transfer of the DENR Region 4 office to Calapan
Mindoro. The Executive Order 682 clearly stated that all MIMAROPA agencies
under the executive branch which are all presently based in the National
Capital Region (NCR) must be transferred to Calapan.
The protesters claimed that the transfer, which was supposed to commence
last July 15, is being railroaded in time for Mrs. Arroyo’s State of the Nation
Address (SONA) on July 27. “Remember the super regions she bragged about in her
last SONA? The office transfer would form part of her supposed accomplishment
report, of the regions getting their share of the nation’s progress. We are
positive that her SONA would be a ‘progress’ report of her 10-point agenda
which include the decongestion of Metro Manila by forming new cores of
government and housing centers in Luzon, Visayas and Mindanao,” explained Ferdinand
Gaite.
The employees hit the Arroyo government for confusing the Filipino
people that it is for ‘progress.’ “Progress for whom? The offices’ main clients
who are supposed to benefit from the transfer would be more inconvenienced
because there are no direct trips from Calapan. They would have to go to Manila
first before they can proceed to any of the MIMAROPA islands. This will also
lead to constructive dismissal of at least 1,000 employees who will choose to
resign rather than uproot their families in the NCR. This is the real state of
the public employees that the whole nation ought to hear and know, not the
fabricated achievements that she will show off in her SONA,” stated DENR Region
4 Employees Union President Jarvis Valencia.
“If there is anyone who must be separated from the government and
resign, it is Pres. Gloria Macapagal-Arroyo and not the lowly-paid employees. Bulok na bulok na ang kanyang
administrasyon. Masyado na siyang toxic sa aming mga kawani kaya siya ang dapat
tanggalin sa pwesto. Sisiguraduhin naming ito na ang magiging huling SONA niya
dahil hindi na namin matatanggap pa na maraming masibak na mga kawani dulot ng
kanyang mga polisiya,” added Gaite. #
